Changes to RP-5217 in Upstate New York: The RP-5217 PDF Pilot Program

The new RP-5217-PDF is a web-based downloadable, bar coded, pdf document that replaces the old carbon copy RP-5217 paper form. The new electronic form is currently being accepted for transfers of real property located in Cortland, Erie, Essex, Onondaga, Orange and Tompkins Counties. Form preparers enter the appropriate information into the form and save the document to their PC until the transfer has been completed and the deed filed with the County Clerk.

Creating a folder and naming each RP-5217-PDF - Real Property Transfer Report is highly recommended (i.e., My Documents/RP-5217/JonesToSmith). Changes to that document can then be made until the document is printed for signatures prior to the closing and/or deed recording. The form is printed as an 8 ½ x 14 inch legal size document. The signed original RP-5217-PDF must accompany all deeds upon filing with the Recording Officer. A filing fee is also required.

You can save a master copy of the RP-5217-PDF to your computer, but it is recommended to go to the website and use the form on the site to assure that you are using the most recent version. Also, you will receive updates from the website if you sign up.

The barcode found at the bottom of the form, which captures all data entered by the user, is recalculated each time the information is changed / added / deleted. The form must be saved each time the document is re-opened and changed in order to save the changes. The bar-coded data provides a mechanism to share and transmit data between parties who, in the past, received data via the "four-part" paper copy of the RP-5217. Therefore, it is imperative that the transfer information be complete, accurate and entered from a PC into the document. This bar-coded RP-5217 form is NOT intended for use as a handwritten or typewriter inputted document; a document with either written or typed changes will NOT be accepted with a deed by the County Clerk as such.

Although there are many built-in edits within the form, please use the link to RP-5217.pdf Instructions, FAQs and Municipal Contact Information for assistance to ensure accuracy and completeness of the information being entered; pay particular attention to Items 16 through 20. The appropriate information must come from the latest tax bill at time of sale / transfer or the latest final city or town assessment roll. The Tax Map ID / Roll ID (Item 20) is a unique number that distinguishes each parcel in a municipality. It is very important to transcribe it exactly as it appears, including dots and dashes (i.e., 087.77-1-22.2). However, the six digit SWIS code (i.e., 555689) is not part of the tax map identifier and should NOT be included.
